Abu Dhabi Forum Highlights Key Measures Against Consumer Fraud

The United Arab Emirates is stepping up its fight against counterfeit goods through cutting-edge digital technology and artificial intelligence (AI). Authorities aim to enhance cross-border cooperation and implement AI-driven enforcement mechanisms to address evolving threats in global trade.

These initiatives were among the key takeaways from a high-profile forum on consumer rights and national industry expansion, organized by the Abu Dhabi Judicial Department.

Strengthening Market Regulations

During the forum, experts and officials proposed a series of measures aimed at curbing commercial fraud and protecting consumers. The recommendations included:

  • Stricter administrative sanctions against violators of commercial fraud laws.
  • Establishment of advanced quality control centers to verify product authenticity.
  • Increased use of digital solutions for real-time supply chain monitoring.
  • Expanded public awareness campaigns to help consumers identify counterfeit goods.

Legal Framework for Consumer Protection

The discussions also focused on key national legislation, particularly Federal Decree-Law No. (42) of 2023 on Combating Commercial Fraud and Federal Law No. (15) of 2020 on Consumer Protection. These laws provide a legal foundation to ensure fair market practices, promote sustainable development, and reinforce consumer rights.

A statement released during the forum underscored the gravity of commercial fraud, emphasizing that counterfeiting poses a significant threat to the UAE’s economy, consumer health, and intellectual property rights.

Forms of Commercial Fraud

The forum highlighted various types of fraudulent practices, including:

  • Product identity fraud – Altering a product’s nature, type, composition, essential characteristics, or source.
  • Quantity fraud – Manipulating weight, volume, size, number, capacity, or standard.
  • Fraud or attempted fraud – Selling, displaying, or possessing counterfeit goods with the intent to trade.

With these measures, the UAE aims to create a more transparent and secure market environment, leveraging AI and digital advancements to stay ahead of fraudulent activities.
