Middle East Data Center Investments Stall as Conflict Escalates, Industry Leaders Warn

A leading data center developer has suspended major investment decisions across the Middle East, citing escalating regional instability linked to the Iran conflict and growing risks to critical infrastructure.

Speaking to CNBC, Pure DC CEO Gary Wojtaszek confirmed that the company has paused commitments to new AI infrastructure and data center projects across the region. The decision reflects mounting uncertainty as geopolitical tensions disrupt supply chains, inflate costs, and raise security concerns.

“Investment decisions on all data center opportunities are currently on hold,” Wojtaszek said. “No one is willing to deploy large-scale capital or install advanced GPU systems until the situation stabilizes.”

Rising Risks to Digital Infrastructure

The Middle East, once positioned as a fast-growing hub for artificial intelligence and cloud infrastructure, is now facing significant setbacks. Increasingly, critical assets such as data centers are being exposed to conflict-related threats.

A facility operated by Pure DC in Abu Dhabi, located on Yas Island, was recently damaged by shrapnel following an الإيراني attack, underscoring the vulnerability of high-value digital infrastructure in the region.

However, recent incidents have shaken confidence. In March, drone strikes targeted cloud facilities operated by Amazon Web Services in the UAE and Bahrain, triggering outages across banking, payments, and enterprise systems.

Despite the current pause, Wojtaszek emphasized that the long-term outlook remains intact. “Digital demand in the region is unchanged,” he noted, pointing to continued interest driven by national digital transformation agendas.

Expansion Plans on Hold

Pure DC, which operates in the United Arab Emirates, had been planning further expansion into Riyadh, Saudi Arabia. While those discussions remain ongoing, execution timelines have been pushed back as companies reassess risk exposure.

Workforce Safety Becomes Priority

As data centers become increasingly classified as critical infrastructure, the safety of on-site personnel has emerged as a major concern.

Wojtaszek said the company is not requiring staff to remain at facilities, allowing employees to make personal decisions based on their circumstances. Measures introduced include remote work options, relocation flexibility for non-essential staff, and enhanced welfare support for those who remain on-site.

Looking ahead, industry experts anticipate structural changes in workforce compensation. According to workforce strategist William Self of Mercer, hazard pay and enhanced benefits may become standard as companies seek to attract and retain workers in high-risk environments.

For now, the region’s ambitions to lead in AI infrastructure are facing a temporary pause. While long-term demand remains strong, the pace of development will depend heavily on how quickly geopolitical tensions ease and stability returns to the Middle East.
