The United Arab Emirates continues to strengthen its position as a global leader in artificial intelligence adoption, extending its digital transformation strategy deeper into emergency response and public safety systems.
Abu Dhabi-based AI company Presight AI has signed a Cooperation Agreement with the Abu Dhabi Civil Defence Authority to develop an AI-driven platform aimed at enhancing emergency response operations, improving risk prediction, and strengthening public protection capabilities across the emirate.
The initiative reflects the UAE’s broader ambition to integrate artificial intelligence not only as an economic growth engine but also as a foundation for national resilience and citizen safety.
Speaking on the partnership, Adel Alsharji, Chief Operating Officer at Presight, said the collaboration represents a step toward transforming how cities approach safety and emergency preparedness. He emphasized that AI and data-driven systems could significantly enhance predictive risk management, response coordination, and community protection, supporting Abu Dhabi’s vision of becoming one of the world’s safest and most advanced smart cities.
The planned platform will focus on AI-enabled tools such as predictive dispatch systems, route optimisation for emergency vehicles, early fire detection, real-time operational simulations, and advanced risk mapping. These capabilities are intended to help emergency services respond faster and more efficiently while also identifying potential threats before they escalate.
For the Abu Dhabi Civil Defence Authority, the partnership aligns with its long-term goal of transitioning from reactive emergency response to a more proactive, intelligence-led safety model.
This agreement builds on earlier work by Presight, including its collaboration with the National Emergency Crisis and Disaster Management Authority, where it helped develop an AI-powered emergency management platform for police, civil defence, and medical services across the country. That system introduced unified operations, predictive modelling, and scenario planning to improve coordination during large-scale crises and natural disasters.
Presight has also expanded its public safety portfolio with solutions such as Presight LifeSaver, an AI-based crisis response system that integrates emergency communications, dispatch operations, hospital coordination, and real-time analytics within a single platform. The system uses technologies including digital twins, geospatial intelligence, IoT connectivity, and predictive simulations to reduce response times and improve inter-agency collaboration.
The new cooperation with ADCDA is expected to further extend these capabilities directly into frontline civil defence operations.
More broadly, the partnership reflects the UAE’s ongoing national strategy to embed AI across critical infrastructure and public services. The country has been a regional frontrunner in digital governance, including early adoption of a federal minister of state for artificial intelligence and sustained investment in sovereign AI systems and smart city technologies.
Beyond emergency management, Presight is active across multiple sectors including urban intelligence, energy optimisation, public sector digitisation, and smart mobility, supporting the UAE’s wider diversification and digital transformation agenda.
As urban populations grow and risks from climate events, cyber threats, and infrastructure pressures increase, authorities are increasingly shifting toward predictive, AI-powered systems designed not just to respond to emergencies, but to anticipate and prevent them.
The Presight–ADCDA agreement underscores this evolution, signalling a move toward intelligent public safety systems capable of real-time optimisation, early risk detection, and enhanced resilience across Abu Dhabi’s urban environment.
