Saudi Arabia and the United Arab Emirates have officially entered the ranks of the world’s top 20 countries for artificial intelligence (AI) talent density, according to the latest Global AI Competitiveness Index, outpacing established nations like Italy and Russia.
The UAE accounts for 0.7% of the global AI talent pool, while Saudi Arabia contributes 0.4%, reflecting the rapid progress both nations have made in establishing themselves as regional leaders and global influencers in the AI space.
Published by the International Finance Forum (IFF) in collaboration with Deep Knowledge Group (DKG), the report highlights how targeted investments in education, digital infrastructure, and strategic policy are propelling the Gulf nations toward AI excellence.
KAUST Leads the Region in AI Talent Development
One of Saudi Arabia’s most notable achievements is the global recognition of the King Abdullah University of Science and Technology (KAUST). The university now ranks among the top 150 institutions worldwide for AI talent production, making it the highest-ranked AI-focused academic institution in the Middle East.
KAUST’s rise is fueled by significant investments—including $20 billion in partnerships with institutions such as Stanford University—to develop cutting-edge research labs and educational programs. Initiatives like the “10,000 Coders” program further emphasize the kingdom’s dedication to building a new generation of AI professionals.
Talent as the Cornerstone of AI Progress
According to Chu Jian, a data expert at the IFF Research Institute, talent plays a pivotal role in driving AI innovation, stating that this report highlights talent as a “key driver of algorithmic products and scientific research patents.” Jian emphasized that understanding the flow and concentration of global AI talent is essential for shaping balanced, secure, and effective AI ecosystems.
Dmitry Kaminskiy, General Partner at DKG, echoed the sentiment: “Human capital in AI is the most valuable asset of all future economies.” He praised the UAE and Saudi Arabia’s ability to attract top-tier talent and drive innovation, describing their progress as the foundation of a new era of regional and global growth.
AI as a Pillar of Saudi Vision 2030
AI is central to Saudi Arabia’s Vision 2030, forming one of the seven pillars of its national economic diversification strategy. The country’s objectives include:
- Becoming one of the top 10 global leaders in AI research and applications by 2030
- Attracting $20 billion in AI-related investments
- Creating 200,000 high-tech jobs
To coordinate these efforts, the kingdom established the Saudi Data and Artificial Intelligence Authority (SDAIA), which streamlines approvals for AI projects—often within just 30 days. Additionally, the Public Investment Fund (PIF) has launched a $1.5 billion AI fund to further accelerate sector growth.
Flagship megaprojects like NEOM—a $500 billion smart city—are allocating over 30% of their budgets to AI infrastructure, with “The Line,” NEOM’s urban centerpiece, envisioned as the world’s first AI-managed city.
Global AI Talent Incentivized by Gulf Opportunities
To attract the world’s best AI minds, Saudi Arabia is offering some of the highest compensation packages globally, with median salaries for senior AI scientists reaching $420,000 annually—tax-free. At NEOM, signing bonuses can soar up to $5 million, with added perks such as full education subsidies for employees’ children.
The kingdom is also easing social norms in designated zones and launching residency programs tailored to international professionals, aiming to offer a lifestyle that blends global convenience with cultural authenticity.
