High-Level Talks at the White House
Abu Dhabi’s deputy ruler and UAE national security advisor, Sheikh Tahnoon bin Zayed Al Nahyan, met with US President Donald Trump at the White House on Tuesday to explore economic and technological cooperation between the two nations.
“Discussions included ways for our countries to increase our partnership for advancing our economic and technological futures,” Trump stated in a Truth Social post. He underscored the longstanding partnership between the UAE and the US in promoting peace and security in the Middle East and beyond. However, no further details were disclosed regarding the specific areas of technology collaboration.
Strengthening Financial and AI Ties
Earlier in the day, Sheikh Tahnoon held talks with US Treasury Secretary Scott Bessent to strengthen cooperation in finance, artificial intelligence (AI), energy, and infrastructure. Bessent expressed optimism about expanding economic, investment, and national security ties between the two countries.
The meetings were part of a broader UAE delegation visit to Washington, which included key Emirati officials such as Sultan Ahmed Al Jaber, the UAE’s minister of industry and advanced technology and CEO of national oil company Adnoc. On Monday, Al Jaber met with US Vice President JD Vance, according to the UAE Embassy in Washington.
Expanding UAE Tech Investments in the US
During his two-day visit, Sheikh Tahnoon is also scheduled to meet executives from major technology firms, including Microsoft, Amazon, Palantir, Oracle, BlackRock, NVIDIA, and xAI. The UAE Embassy noted that these engagements aim to pave the way for increased Emirati investment in the United States.
Speaking at a business forum on Tuesday, Vice President Vance emphasized the UAE’s strong focus on AI and energy. “One of the things they consistently hammer upon — it’s something that unfortunately too few of our European allies tend to get — is that if you want to lead in artificial intelligence, you have got to be leading in energy production,” he remarked.
Push to Ease Semiconductor Export Restrictions
Lobbying the White House to relax export limits on advanced semiconductors, which presently hinder the UAE’s access to premium American chips, is a primary priority for Sheikh Tahnoon’s talks. These limitations, which were put in place during the administration of former President Joe Biden and were implemented under a three-tier structure, put the UAE in the intermediate category and limit but do not completely prohibit access to advanced semiconductor technology.
“Sheikh Tahnoon may be here to propose a government-to-government AI agreement that supports the administration’s security and industrial policy objectives while steering clear of restrictive caps on the UAE,” said Mohammed Soliman, an analyst with McLarty Associates and the Middle East Institute in Washington, DC.
AI Partnerships and Digital Transformation
Sheikh Tahnoon, who also chairs the UAE’s new AI investment firm MGX and Abu Dhabi’s sovereign wealth fund ADQ, oversaw the first major deal announced during the Washington meetings. On Tuesday, Abu Dhabi officials unveiled a new AI partnership with Microsoft and the UAE’s Core42 to develop a sovereign cloud capable of handling 11 million daily interactions between the government, residents, and businesses.
Microsoft Chairman and CEO Satya Nadella praised Abu Dhabi’s pioneering approach to AI-driven public services, noting that the emirate “is leading the way” in digital transformation. Core42, a subsidiary of UAE AI developer G42, previously entered a $1.5 billion partnership with Microsoft last year.
Abu Dhabi’s Vision for an AI-Driven Government
As part of its broader strategy, Abu Dhabi aims to digitize 100% of its government services through a significant investment of AED13 billion (US$3.54 billion). “We are setting a standard for AI adoption in the public sector, as we help Abu Dhabi become the world’s first AI-native government,” state-run WAM news agency reported, citing Nadella.
The UAE’s high-profile engagements in Washington highlight its ambition to solidify its role as a leader in AI and technology while deepening its economic and security ties with the United States.
