May 6, 2025, Abu Dhabi, United Arab Emirates — His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister, and Chairman of the Presidential Court, sponsored the first Governance of Emerging Technologies Summit (GETS 2025), which took place in Abu Dhabi and marked a significant turning point in global tech policy.
Over 1,000 people from more than 20 nations attended the summit, which was organized by the Advanced Technology Research Council (ATRC) in strategic collaboration with the UAE Public Prosecution. Ministers, senior prosecutors, legal experts, young leaders, and digital pioneers were among those who convened to establish the framework for the ethical, inclusive, and responsible management of developing technologies.
A Regional First in Future-Focused Tech Dialogue
GETS 2025 is the first summit of its kind in the region, drawing participation from high-ranking officials such as the Attorneys General of Qatar and Egypt, as well as the Deputy Attorney General of Oman. Day one tackled pressing topics including AI ethics, cross-border data governance, cybersecurity, and post-quantum security.

In his address, Dr. Al Shamsi emphasized the UAE’s commitment to ensuring technological innovation is guided by ethics and human values. “Innovation without ethics is incomplete,” he said. “We must shape technologies to serve humanity—not just efficiency or profit.”
Calls for Shared Responsibility in Innovation
H.E. Faisal Al Bannai urged stronger accountability from tech developers: “Organizations must be responsible for the consequences of the technologies they deploy. It is not enough to innovate; we must also regulate collaboratively.”
Youth inclusion was a central theme, with panels exploring how tomorrow’s leaders can shape policy today. Topics ranged from AI’s impact on privacy to the role of autonomous systems in law and order.
UAE Launches Smart Justice Vision
Chancellor Salem Ali Al Zaabi’s presentation on the UAE Public Prosecution’s Artificial Intelligence Strategy 2025–2030 was one of the summit’s highlights. While preserving legal rigor and human control, the program seeks to transform the prosecution system into a sophisticated, data-driven, and predictive organization.
Global Recommendations and Ethical Frameworks
In collaboration with TRENDS Research & Advisory, GETS 2025 released preliminary global recommendations, including:
- Developing a global charter on human-AI interaction grounded in ethics and equity
- Empowering youth in digital governance
- Prioritizing cybersecurity and digital trust as national imperatives
- Promoting post-quantum encryption readiness and AI linguistic inclusivity
Quantum Gate CTO Jan Hervemiz highlighted the importance of adaptive governance models as quantum and AI technologies evolve. “This summit is setting the stage for a secure, sovereign digital future,” he said.
A Global Tech Governance Hub
Major industry heavyweights including Microsoft, Cisco, Huawei Cloud, and ADNOC supported and participated in the summit, reaffirming the UAE’s position as a global hub for moral and progressive tech governance.
