Abu Dhabi’s new AI campus signals a major leap forward for the UAE’s technological ambitions, amid evolving U.S. chip export controls and global competition in artificial intelligence.
Abu Dhabi is set to host a groundbreaking 5-gigawatt AI campus following months of negotiations between U.S. tech firms and Emirati officials. The UAE-US AI Campus deal, part of a broader AI Acceleration Partnership framework, ensures that approved entities in the UAE will now gain access to high-performance chips critical for AI development—chips previously limited by restrictive U.S. export policies.
“To put this into perspective, the Abu Dhabi AI campus could support up to 2.5 million Nvidia B200s—outpacing any other global AI infrastructure project to date,” said Lennart Heim, associate information scientist at the RAND Corporation.
The initiative arrives just days after former U.S. President Donald Trump touched down in Abu Dhabi, marking a significant moment in U.S.-UAE relations. Speaking about the agreement, U.S. Commerce Secretary Howard Lutnick emphasized its security safeguards. “The deal includes robust protections to prevent misuse of U.S. technologies,” he stated, underscoring its alignment with President Trump’s vision for American leadership in AI.
The move has been welcomed by stakeholders in both the public and private sectors in the UAE, who are keen to capitalize on years of groundwork in AI research as the country transitions toward a post-oil economy.
However, this progress comes in the shadow of impending chip export restrictions initially shaped during the Biden administration. These policies, scheduled to take effect on May 15, are designed to curb the spread of advanced U.S. AI technology to geopolitical rivals, particularly China. Countries are now classified into three tiers, with the UAE falling into the second tier—where access to chips is limited but not entirely restricted.
The sweeping rules sparked strong backlash from major U.S. tech companies. Nvidia’s VP of Government Affairs, Ned Finkle, criticized the policy as an “overreaching, bureaucratic burden,” drafted without transparency. Microsoft echoed these concerns, with President Brad Smith warning in February that the policy could allow China to gain ground in AI development—repeating the West’s missteps during the rise of 5G.
During recent congressional testimony, Smith praised the UAE’s use of Microsoft-powered AI to improve public services. “We need to bring that innovation home,” he said.
Still, not all voices are in favor of loosening controls. Ben Buchanan, a former Biden administration official, urged caution. “If computing power is the foundation of AI, we must scrutinize where we send that capability,” he told attendees at the 2025 Emerging Technologies symposium at Johns Hopkins University.
Lawmakers also expressed unease. The House Select Committee on China warned that U.S. chip deals in the Gulf could provide indirect access to American technology for adversarial states. “Without updated diffusion rules, these agreements risk becoming backdoors for export control evasion,” the committee posted on X.
Senate Minority Leader Chuck Schumer, a longtime supporter of U.S.-UAE tech collaboration, also voiced concern—despite previously hailing UAE-owned GlobalFoundries’ U.S. expansion in 2024.
Even within the tech sector, opinions remain divided. While Nvidia and Microsoft argue against the Biden-era rules, AI firm Anthropic has defended them, citing outlandish yet real examples of smuggling tactics—from hidden chips in prosthetic bellies to GPUs packed alongside lobsters. Nvidia dismissed the claims as exaggerated.
Despite the debate, experts say this AI campus deal represents the culmination of long-term regional investments. “This isn’t an overnight success,” said Ian Byrne of Beacon Global Strategies. “It’s the result of years of careful planning by the UAE and Saudi Arabia to secure a foothold in emerging tech and shape the digital economy.”
With this landmark agreement, Abu Dhabi not only boosts its own AI capacity but also solidifies its place on the global tech map—an achievement that comes at a time when the future of AI governance and global competitiveness hangs in the balance.
