Industry experts say these initiatives are far from simple acts of generosity. Instead, they reflect a calculated strategy to build long-term user dependency in one of the world’s fastest-growing digital markets.
“The goal is to get Indians comfortable with generative AI before monetizing it,” says Tarun Pathak, an analyst at Counterpoint Research. “India offers unmatched scale and a young, tech-savvy audience.”
While countries like China have comparable population sizes, their strict regulations limit foreign tech access. India, on the other hand, presents an open and highly competitive digital environment—ideal for companies seeking massive user engagement and data-driven growth.
A Data Goldmine
With over 900 million internet users, India stands among the world’s largest online populations. Its affordable data rates and youth-dominated demographics make it a prime market for AI adoption. Most Indian users are under 24, constantly connected through smartphones, and eager to experiment with new technologies.

“People have always shared personal data in exchange for free services. That’s unlikely to change,” says Roy. “But it’s time for government regulators to step in.”
India currently lacks specific AI legislation. The Digital Personal Data Protection Act (DPDP) 2023 aims to protect user information and digital rights, but it has not yet been fully implemented. Experts note that while the law introduces important data safeguards, it doesn’t directly address AI accountability or transparency.
Mahesh Makhija, a technology consulting leader at Ernst & Young, believes that once the act is enforced, it could become one of the most comprehensive privacy frameworks globally.
A Flexible Regulatory Edge
For now, India’s relatively relaxed regulatory environment allows companies to experiment freely with AI offerings—something far more difficult in markets like the European Union or South Korea, where stringent AI and data protection rules apply.
The EU’s regulations, for example, impose strict standards for transparency and consent, while South Korea requires clear labeling of AI-generated content and holds operators accountable for system misuse. These conditions make large-scale, free AI rollouts much harder to achieve.
Roy emphasizes that India should aim for “light-touch regulation” that balances innovation and consumer protection. “We need awareness, transparency, and a framework that evolves as the technology does,” he says.
The Bigger Picture
For global AI giants, India represents both a testing ground and a long-term growth opportunity. By offering free access now, they hope to emulate the country’s mobile internet revolution when millions came online thanks to ultra-cheap data plans.
While AI adoption is expected to follow a more value-driven model than a highly monetized one, the potential scale of India’s user base makes it one of the most promising markets for the future of artificial intelligence.
