Strong Market Growth Ahead
According to the study, the Middle East’s healthcare Contract Development & Manufacturing Organisation (CDMO) market was valued at $6.27 billion in 2024 and is projected to reach $11.91 billion by 2033, reflecting a steady annual growth rate of 7.5%. Bioprocessing activity—both large and small scale—is also on track to more than double, rising from $1.16 billion in 2024 to $2.44 billion by 2033.
Swayam Dash, Managing Director at Grand View Research, emphasized that the GCC sits at the intersection of scientific capability, investment capital, and forward-leaning government policy. This combination, he noted, is fueling a surge in acquisitions and joint ventures. “Localisation is not just about reducing costs. It is about building a full ecosystem for advanced therapies that can serve the region and eventually scale on a global level,” he said.
Biologics Driving Consolidation
Biologics, biosimilars, and cell-based therapies are receiving growing interest from both investors and government decision-makers. Gulf governments are increasingly focused on reducing dependence on imported treatments by developing domestic therapeutic production lines.
This trend is drawing global pharmaceutical players toward regional partnerships and M&A opportunities. The cell-therapy raw materials segment stands out as one of the fastest-expanding categories, with the market projected to jump from $39.2 million in 2024 to $169.8 million by 2033—a remarkable 17.8% CAGR, representing nearly fourfold growth in less than ten years.
Dubai’s Expanding Role
The study repeatedly highlights Dubai as one of the region’s most important platforms for cross-border manufacturing, research collaboration, and health-technology development. Free-zone regulations, strong logistics connectivity across Europe, Asia, and Africa, and a rising pipeline of digital-health initiatives all contribute to Dubai’s strategic position.
“Dubai is emerging as a central node for life-sciences supply chains—from clinical trials to small-batch biologics manufacturing,” Dash explained. “Its incentives and global talent access make it a natural hub for regional partnerships and consolidation efforts.”
Key Challenges: Talent and Regulation
Despite the strong outlook, the report notes that inconsistent regulatory frameworks and shortages of skilled biotech professionals could influence the speed of large, multi-country transactions. These factors may temporarily slow deal activity, particularly for complex cross-border projects.
However, Dash underscored the long-term ambition of the region. “The Middle East aims not only to purchase advanced therapies—it wants to produce them. Achieving that vision requires consolidation, capability building, and long-term collaboration.”
