Dubai – The Middle East is rapidly emerging as one of the world’s most dynamic fintech ecosystems, with the United Arab Emirates (UAE) leading the charge through strong digital infrastructure, regulatory innovation, and surging consumer adoption.

Digital Adoption Soars Across the UAE

With 89% of consumers in the UAE now using digital-first bank accounts and cash usage down to just 17% of daily transactions, the country is well on its way to becoming a fully cashless society. Real-time payments are also on the rise, with projections suggesting the region will surpass 3 billion transactions annually by 2028.

According to Nauman Hassan, Regional Director for MENA at Paymentology, a global issuer-processor, the UAE has undergone a profound transformation in how financial services are built and consumed. “We’ve moved beyond early adopters. Today, the UAE supports over 300 active fintech firms across a growing range of services—from virtual cards and cross-border payments to SME lending and wealthtech,” he told Khaleej Times.

A Fintech Ecosystem Built for Scale

The broader MENA region now hosts over 1,000 fintech companies, with the sector expected to grow at 35% annually through 2028—more than double the global average. This momentum is fueled by government initiatives such as the Central Bank’s FIT Programme and Dubai’s aggressive digital transformation strategy, which has nearly achieved its goal of becoming a digital-first economy.

“With 96% smartphone penetration, high digital literacy, and the rise of digital-native banks like Wio and Zand, we’re seeing a fintech ecosystem designed for scale and speed,” Hassan said.

Public and Private Sector Align for a Cashless Future

Dubai is taking bold steps to eliminate cash from its economy. More than 97% of government payments have been digitized, and in 2025, DIFC and Dubai Finance launched workshops to assist businesses in making the digital leap.

Paymentology is playing a key role in this evolution. “Our cloud-first platform enables banks and fintechs to rapidly launch digital-first card programs—physical, virtual, or tokenised,” Hassan explained. He cited a collaboration with UAE-based Mamo, which is helping small businesses shift from cash to secure, multi-currency digital payment solutions.

To support its clients more effectively, Paymentology recently opened a regional office in Dubai, solidifying its local presence and ensuring faster deployment and specialized support across MENA.

Tackling Fraud with Tokenisation and Trust

Despite the rapid growth, the shift to digital comes with new risks. UAE-based studies estimate over AED 11 million is lost to fraud daily, prompting the industry to double down on cybersecurity.

“Security must evolve as fast as innovation,” said Hassan. One powerful solution is tokenisation, where sensitive card data is replaced with unique digital tokens, reducing fraud risk by up to 60%. “Cards are just one payment method—what matters more is the technology behind them. As digital wallets and mobile payments grow, tokenisation will be essential,” he added.

AI Takes Center Stage in Fintech Evolution

Artificial intelligence is fast becoming the backbone of the modern fintech revolution. From real-time fraud detection to intelligent credit scoring, AI is transforming access and delivery in financial services.

The UAE is leading this charge. The government has partnered with Mastercard to accelerate AI adoption, launched free nationwide access to ChatGPT Plus, and is developing Stargate, one of the world’s largest AI supercomputing clusters.
