THIMPHU, July 2025 — In a significant move to advance technology-driven collaboration for inclusive and sustainable growth, the United Arab Emirates and the Royal Government of Bhutan have partnered to explore the transformative potential of artificial intelligence (AI). The two nations co-hosted a two-day workshop titled “AI for Development” in Bhutan’s capital, Thimphu, alongside Eurasia Group and leading Emirati AI firm G42.
The workshop, which served as a platform for policy dialogue and strategic planning, drew high-level participation from both governments. Notable attendees included Bhutanese Prime Minister Tshering Tobgay, Foreign Minister Lyonpo D.N. Dhungyel, and Omran Sharaf, the UAE’s Assistant Minister for Advanced Science and Technology, who led the Emirati delegation.
A Fusion of Culture and Innovation
The event commenced with Bhutan’s traditional Marchang Ceremony, symbolizing a harmonious blend of the country’s rich cultural heritage with cutting-edge global technology. This fusion set the tone for a workshop focused on tailoring AI solutions to Bhutan’s unique development context, with a focus on scalability, sustainability, and cultural alignment.
Targeted AI Solutions for National Priorities
Over two days, participants explored how AI could be leveraged to support three priority sectors:
- Entrepreneurship and Innovation
- Regenerative Tourism
- Agricultural Productivity
These areas are core components of Bhutan’s national development strategy and directly align with the United Nations Sustainable Development Goals (SDGs).
“This initiative underscores the UAE’s commitment to technological diplomacy—using science and AI to build bridges and support sustainable development,” said Omran Sharaf. “Our collaboration with Bhutan is part of the UAE’s broader engagement with the Global South, where we believe innovation should serve as a shared vehicle for progress.”
Building Bridges Through Technological Diplomacy
The UAE’s approach to international cooperation increasingly involves technology-led partnerships, with a strong emphasis on AI, space, and advanced sciences. According to Dr. Abdulnasser Alshaali, the UAE’s Non-resident Ambassador to Bhutan, the workshop exemplifies the country’s dedication to inclusive innovation.
“We’re proud to partner with Bhutan on scalable tech solutions that empower entrepreneurs, enhance agricultural systems, and support regenerative tourism,” Alshaali noted. “These efforts further the SDGs and strengthen South-South cooperation.”
Bhutan as a Regional Innovation Pilot
Bhutan was selected as the pilot country for this AI initiative due to its forward-looking policies and openness to cost-effective, practical technologies. The country’s leadership views AI not merely as a convenience, but as a transformational force for social and economic progress.
“AI’s real power lies in its potential to drive meaningful, inclusive impact,” said Jigme Tenzing, Secretary of Bhutan’s GovTech Agency. “This workshop provides an opportunity to ensure that AI adoption in Bhutan aligns with our national priorities and values.”
Royal Endorsement and Future Outlook
During the UAE delegation’s visit, they were granted an audience with His Majesty King Jigme Khesar Namgyel Wangchuck, who praised the UAE’s advancements in technology and space exploration. His Majesty expressed optimism about the potential for deeper collaboration between the two nations as they work to harness AI for public good.
A Milestone in UAE–Global South Collaboration
The “AI for Development” workshop reinforces the UAE’s growing role as a strategic technology partner to countries across the Global South. It also exemplifies how cross-border alliances can drive capacity building, digital inclusion, and sustainable innovation in emerging economies.
The UAE delegation included senior officials from the Ministry of Foreign Affairs, G42, and Policy Planning Directorate, emphasizing the comprehensive nature of the partnership.
